March 10 The "Daily Telegraph's" Madrid correspondent says the Council of ; Ministers has" approved of the Royal '■ decree authorising the expenditure of ''eight millions sterling for officers' in- ''; creased pay and a large' increase In the army, including one artillery and two infantry divisions; also,' forstrengthening the naval bases against invasion.. The public are astounded, believing the decree is unconstitution al ,as there has been nothing similar in Spain's political history, and it is a heavy blow to democracy. Signor Gimano has resigned as a protest, precipitating a Cabinet' crisis. The King has accepted Signor Prieto's resignation.
