GERMANY AND THE WEST FRONT EFFECT OF THE RUSSIAN CAMPAIGN, LONDDN, Feb 23. The rapidity "ol the German advance on Reval will decide the fate of the Russian Baltic Fleet (which is icebound there), and the Helsingfors fleet. The crews which deserted include those of four dreadnoughts, seven big cruisers, and sixty-four destroyers. The capture of the big ships will not affect British superiority, but the destroyers will prove most useful to Germany. It is expected sue will make an attempt to secure the Russian Black Sea fleet, but the Allies would mine the Dardanelles. The "Manchester Guardian" contends that the German advance in Russia must modify the offensive on the Western front. It will absorb a large army with iong lines of communication exposed to guerilla warfare. An attack on the Western front is still probable, but unless the Germans gain a remarkable initial success they will not make a formal break through or keep up an attack month after month.
