LONDON, Feb 15. A leading ' effort to avoid another loan is the business men's "Tank Bank Week," starting on March 4. Each town will be asked to raise enough money to purchase a definite munition of war, such as a dreadnought, a cruiser, destroyer or aeroplane, according to population. The people of Blythe (a seaport town in Northumberland) have already undertaken to raise £IOO,OOO ,to purchase submarines.

Mr. Bonar Law, who inaugurated the campaign on the 26th January, stated in the House of Commons that £352,000,000 had. been raised by war bonds, and was understood to say there is every reason to hope its success would obviate a fixed loan.

Sir Cecil Spring-Rice will be interred at Ottawa. It will be recalled

that in his .last public speech in Ottawa, the deceased diplomatist remarked he deeply regretted his retirement from active work, but everyone in the war had a part to play, and it was verjy hard to cease playing it, "but," he added pathetically, "My time has come."
