UNCLE SAM'S ARMY.

SHORTAGE OF MEN AND GUNS. Washington. Colonel Lewis, the inventor of the Lewis machine-gun, had just sworn evidence before the Military Affairs Committee. He said: "Both my sons are at the front with Pershing. As a father I want to see them have the protection that the best gun and ammunition can afford. And what is the state there? The lack of equipment of our men in France is an outrage. They have only what we are able to beg, or borrow from poor France, who is herself stripped to the skin." Many of the United States newspapers are conducting an active campaign against Mr. Baker, United States Secretary for War, alleging that he has displayed incompetence. A vital criticism has been made by Major Bishop, the returned Canadian V.C. airman, who is now engaged in training Canadian airmen. He declared that the American aircraft programme was far behind, and added that Germany wduld have nothing to fear from America in the spring. (An assurance has sinco been cabled that the American now has ample equipment and arms.)
