ITALIAN PREMIER SPEAKS. PEACE BY VICTORY. Received 10.35. ROME, Feb 13. Signor Orlando, in opening the Chamber, said Italy’s inflexible resolution to continue the war to a victorious conclusion was based on considerations of justice, national aspirations, necessity, and self-preserva-tion. The Brest Litovsk negotiations had indicated the imperalism and selfishness which animated Germany. Italy must rectify her land and sea boundaries, which exposed her to easy invasion. The inter-Allied Council had found pence impossible, had carefully examined the military situation, and had taken steps to ensure final success by a united effort. ENEMY EFFORTS FRUSTRATED. LONDON, Feb 12. Italian official. —Artillery decimated remarkable forces advanced by the enemy on the southern slopes of San Serosso and eastward of Valfreuzela, preventing the development of any important action.
