A convocation at Canterbury passed resolutions recommending the people of the Empire to sympthetically consider the formation of a Union of Free Nations for trie preservation of a per. nianent peace.
The Archbishop of Canterbury said the world would escape the horrors of war only when a change comes over men's hearts, and they would aban don ambitions 1 founded on aggression and greed.
THE CONQUERED "GERMAN COLONIES.
OTTAWA, Feb 7,
Mr. Masse}% in an interview, said Germany Ought not to be allowed to recover Samoa. The Canadian press endorses the views ot the oversea Dominions, and says they ought 'to be represented at the Peace Conference. It is pointed out that if Canada had conquered any German territory she would vigorously object to relinquish it.

The "Manchester Guardian," which is publishing the Russian Foreign Office archves, gives the text of'.de- 5 spatches from M. Krupensky (Ambassador at Tokio), M. Krupensky mentions a conversation with M. MofontJ, Japanese Foreign Minister, in February, 1917, relative to China's proposed intervention in the war. M. Motono pointed out that it would be necessary to safeguard Japan's interests at the Peace Conference and securer-the Allies' support for Japanese aspirations in Shantung and the Pacific Islands. M. Motono said that Japan the rights and privileges hitherto possessed by the Germans in the Shantung Province, also the acquisition of the Pacific Islands north of the equa. tor then occupied by Japan. He added that recent Japanese-British relations justified the surmise that tne British Cabinet would not object . M. Krupensky, in a despatch date<* March st, stated that Japan desired the earliest assurance of Russia's support.
