RUSSIA AND GERMANY.
KUHLMANN'S MISCALCULATION,
LONDON, Jan 23
Reuter's correspondent at Petrograd states: "A Russian official, summing up the Brest-Litovsk pourparlers, says that Baron Kuhlmann (German Foreign Minister) came calculating that Russia was desirous of peace the Russian delegates would help to conceal from their peoples the real meaning of the German peace programme. But the Russian delegates secured a written statement of the true German imperialist programme, and this was communicated to the people, who were yearning for an honest peace.
"The Russian revolution may not be in a position to repudiate ffie annexationists, but it refuses to cover up the brutal annexationist pretensions, with a 'figleaf from democracy/ The significance of the pourparlers is that they have stripped from German imperialism the cloaks borrowed from the democratic wardrobe, and have exposed the cruel reality of Germany's aims, involving the occupation of almost all the occupied territories." The official concludes: "Nothing more can be expected from these pourparlers."
