j Harbin, which has recently sprung into notice by the. cabled reports that it has been occupied by Chinese troops though in Manchuria, a Bussian province, is really a Chinese town. In the agreement made between Eussia and Japan at the close of their war this portion of Manchuria was to be evacuated by Eussia. It has been reported that Japanese troops occupied Vladivostoek a report subsequently denied by the Japanese' Government. However, there is no doubt that Japan and China are acting together. The Japanese acquired the Southern Manchuna railway from Eussia as one of the indemnities of the war. Harbin is a strategical key to vladivostoek, wnicli is an xi «... im P9 r tant Russian port in the Siberia to the sea.
