Dr. Hertling's speech to-morrow in the Reichstag in reply to President Wilson and Lloyd George is awaited with growing interest in Germany. - Hertling and Kuhlmann had a further audience with the Kaiser. Kuhlmann received the Reichstag leaders and informed them of the course of the Russian negotiations. The Frankfurter Zeitung urges Hertling to clearly state the Government's intentions regarding Belgium with a view of counteracting the effect of the Entente declarations. The Mannheim Volkstimnie demands a similar declaration, adding that 'the Entente statesmen arc cleverly usiifg the weakness of German policy. "We admit," it continues, "the Central Powers cannot any longer evade the announcement of their aims."
