DECLARATION BY AUSTRIA
COPENHAGEN, January 20
The Vienna “Fremedenblatt” semiofficially states that Austria aims to secure a peace without annexation. She does not intend to incorporate the occupied districts, but. will not tolerate Russian revolutionary chaos in the newly-created independent states, or allow the Russian revolution to spread into Austria.

AMSTERDAM, Jan 21
An agreement has been reached at Brest Litovsk between the Central Powers and Ukraine, whereunder the w ar trminates. Both parties will immediately resume economic relations. Their delegations will consult their respective Governments and Premiers for the ratification of the final peace treatv. The telegram does not mention the peace terms.
