TAIHAPE BOROUGH COUNCIL

A special meeting of tlie Council was held last night, Present: His Worship the Mayor (Mr A. L. Arrowsmith), Crs. JJoblin, Champion, Wrightson, Healey, Dashwood, Turnbull, and Reid.

A formal resolution \ was. passed which it is intended shall operate as a special order to make and levy a general separate rate for the purpose of extending the sewerage and water supply systems to sections 1-7, Blk. 20, Taihape, and Lots 1-10 Pt. Suburban sections and Section 37, Township of Taihape. A resolution was passed appointing Thursday to be observed as the statutory half-holiday. The ordinary meeting of the Council was then held.

His Worship read a message received from the Hon. Sir Joseph .Ward, during the holidays -conveying the season’s greetings and hoping for the success of the Allies and a honourable peace that will last for a generation. On the Mayor’s’ motion it was decided that a reply be sent to Sir Joseph Ward reciprocating his good wishes and echoing his hope for a permanent peace.

A letter was received from the Fire Brigade asking for payment of £5, cost of telephones—The request was granted.

A letter was reeieved from Messrs. McLeods and Slade in supplying circulars dealing with the fly-pest.—Letter received.

The Works Committee’s Report was read as follows:

(1) That the Council gives more definite directions as to the type, and and amount of proposed expenditure in connection with the intended purchase of a tar sprayer. (2) That the Manawatu Auctioneers Association be informed that this Council has no recommendation to make in regard to the application for a refund on the cost of 130 ft. of the Sewer laid by the Association along the road to connect their premises with the main drain. (3) That the Borough cottage on Section 7, Blk. 7, Kuku Street be leased to Mr. Edwards for one year at a satisfactory rental subject to his taking the premises^over as they stand at present and .paying; the rent in advance. (4) That th q, several enquiries for the purchase of hay .off the , Oval Domain, be informed, that the Council does not intend.-to -sell , any in the meantime. (5) That r. Mr. Kirby’s(Foreman of Works) ...wages be increased to £4 per week ...with 14 days holiday on full pay each. year. (6) That the agent for the, Public Trustee be informed that a, further, extension of the drainage scheme to within IS feet, of Mr. Stone’s property cannot be sanctioned as the present line of pipes is part of a general scheme devised to meet future requirements in Kaka Road. (7) That the straightening of the road, and filling up of the Street in front of ’ the Tiki Brewery be. attended to as soon as possible. (9) That consideration of the hatter of forming a footpath'in' Birch Road" be held over until after' “the3lst March next. (10) That" 'the ' Foreman of Works be authorised "to have a new Totara stairway and landing erected at the Fire Brigade Station. (11) That the chairman’s action Tn increasing the wages of the horse driver to £4 per week be approved of. (12) That Mr. Savill be appointed! Dog Tax Collector at a remuneration of 2s and Is respectively for all dogs registered 10/ and 2/6 and that he be authorised to take proceedings against all owners of unregistered dogs. (13) That as the Committee is divided equally in opinion on the matter of granting permission to Mr. Parker to erect stables in Hantapu Street at the rear of his premises, the Council, deal with the matter. (14) Report, having left the matter of selling grass seed on the Borough Roads in the hands of the Charman with power to act. (15) Having authorised the of Works to sell the two tanks previously used at the B’orough Stables at not less than £5 10s each.

An amendment was proposed that clause 6 be deleted, and that the Public Trustee’s request, bb granted and that the pipe line be laid to Stone’s section, and in gjl cases under similar circumstances. After considerable discussion, the amendment was lost, and a similar fate befell a further amendment that the drain be carried to within 18 feet of Stone’s boundary. With regard to clause 13 (granting permission to Mr Parker to erect stables) the Health Inspector reported adversely on the application for health reasons. ,V..

The Mayor said while he invariably avoided conflict with the opinions of officers of the Council, he could see no reason why permission should not be granted to build the stables provided it was done to the satisfaction of the Council and the Health Inspector. To withhold permission in similar cases would be to inconvenience the residents of the town.

Cr. Wrightson supported the application and said it was essential to have stables. To have horses standing in the

yard would be infinitely worse, and

in the latter contingency there was no law to prevent it. Eventually a motion on the lines of the Mayor’s remarks was carried and the repbrt as amended in this direction was carried. The Electric Lighp'and Waterworks Committee’s Report was read and adopted as follows: i (1) That the Electrical Engineer be granted 14 days’ leave elf absence from and including the Ist of February next. (2) Your committee reports having considered a letter from ,a large consumer of electric current, relative to the Council making a refund of the amount of the discount he lost, through not paying his accounts on due date, and regrets being unable to recommend the granting of the request as it is not intended to create a precedent in the matter. (3) Having held over for consideration at next meeting, the request of the Tradesmen’s Association in connection with water, pressure, the allocation of the electrical engineer’s salary, a requisition for water meters, and the matter of extraordinary water-supply accounts owing to the electrical engin-

eer’s illness. The Finance Committee reported as follows:

That Miss Aldridge bo granted leave of absence from the 4th to the 31st January, 1918. That the of a certain section in Taihape that if the sum -,of £32 10s owing by him as rent to 30/6/18 is not paid before the 31st inst. proceedings will be taken for the recovery of amount due. That the treasurer’s report be adopted and that a surcharge of Id per cent, be made on all rates due and unpaid after the 16th Fcbuary, 1918, and that public notice of the Council’s intention in this direction be given in accordance with the provisions of Section 28 of the Rating Amendment Act 1910. Further, that the Town Clerk be authorised to take proceedings against all persons whose rates and the surcharge thereon is unpaid on 28th February, 1918. That the Town Clerk be authorised to insure the Borough cottage in Kuku Street and the newly erected stables in Mataroa Road in the State Office.—Adopted. The Town Hall and Reserves Commitce’s report as follows was adopted: That the seats be erected between the trees on the Oval, Domain as suggested by the Borough Foreman, (Mr Kirby) in his report of December Sth, 1917. That Mr Swedlund be charged £1 per night for all extra nights, othpr than Thursday and Saturday, on yyhich h’p requires the. theatre. for showing pictures; lighting extra. , \ Billiard room licenses were granted to Messrs.. Bcban, Ryan and Robinson Cr. Wrightspn said since the ' last meeting of the Council and respected ex-Councillor had passed away in the person of M. T. E. Wilson He moved that a resolution of condolence be ‘passed by the Council and forwarded to his widow and family, in their bereavement.
