The time had arrived in the currency of the Brest Litovsk conference when German delegates considered it essential yo disillusion the Bolshoviks of all mistaken notions about the liberality expected from fraternisations, of the justice and beneficence of German government, ana about the self-determinations tor the future of conquered territories. One Herr Holman told Trotsky that he and his fellow delegates spoke as if they were the conquering party # In the coldest language he told the Russian so called democrats that the German Army Command would refuse to evacuate Courlaud, Lithuania, and the Riga Gulf Islands. The German Government, he continued, "is a .Government founded purely on power which ruthlessly suppresses all who think differently from it, and under which everyone with different views is outlaw.” »He said that form of Government was practiced by the Maximalists in Russia, as instanced in the outrages on the bourgeois of counter-re-volutioniats. This was a surprise to Bolshevik unsophisticated victims to credulousness, and they departed to reorganise their future from an entirely new basis of understanding. They have no doubt now about the Germans lying when "they agreed upon peace with no annexations, that no-annexation was a will-o-the-wisp to lure them on to the morass of German deceit and subterfuge in which they were to be engulfed never to rise. They know now that a campaign eff lies and deceit is as powerful a weapon for conquest of huge territories as is the sword. The Bolsheviks are powerless to stop the process of annexation; they have been led into fighting and destroying each other, and while they are thus engaged Germany steps in and takes what she likes of Russian territory, and says with cold bluntness that she is going to keep it. From the first blow being struck in this great war Russia has been treacherous to her allies. The Czar has reaped the reward of his treachery, and the Bolsheviks are now reaping theirs. Russia is permanently out of the war and does not count German munition factories have some seven hundred miles” of war front less to keep supplied in munitions, which will no doubt be reflected in France and Belgium by greater and more forceful artillery activity. The curtain has been rung down on Russia as a participant in the war for the present, but great happenings will yet result from the continuation of revolt and civil war. There are nations that are able and that will protect their subjects in Russia from the bloody propensities of Russian anarchists, but in the meantime Russia has passed out fo Allied Command considerations
