Dernberg, speaking at Frankfort, bitterly attacked the pan-Germans. He ridiculed the demand for annexations and indemnities; there was not enough gold in the world to pay the cost of the war. Germany had no power to compel payment of long dated instalments from England and America. The value of. the mineral producing districts of Longwy and Briey was 150 millions, which was the cost of the war for only 25 days. The idea of taking colonies was equally illusory, German capital outlay upon the colonies before the war only produced five millions sterling yearly, which was the cost of the war for one day, from six in the morning to eight at night. General disarmament was essential. The cost of air war alone was =qual :o the whole German Army Budget before the war. The cost of arnanencs ori the new scale was obviously unbearable .
