COUNTERING PIRATES. SUCCESSFUL MEASURES, PARIS, January 7. Ministry of Marine has published diagrams showing the losses of Allied merchantmen owing to submarinism since June. The measures taken after the serious crisis which culminated in April, 1917, have so reduced losses that the situation in December 1917, was better than in December 1916. The losses of supply ships was reduced to 1.4 per cent, especially owing to convoy. The results of the destruction of en emy submarines were also encouraging.
