The United States army personnel which before the war was 266,000, is now 1,500,000, and at the end of 1918 will be 2.000,000. AMERICA AND JAPAN. Received 8.45. NEW YORK, Jan 2. The New York World’s Washington correspondent states that it is expected Count Sato will not retain the Ambassadorship. There is some discussion on -his likely successor, and mentions Ishii, It is believed America’s embargo on the export of steel is retarding Japan’s shipbuilding programme. ' (
