A NEW SCHEME. TO ABOLISH QUEUES. Received 10.5. LONDON, Jan 1. Newspapers give prominence to and approve of Lord Rhondda's memorandum to local food committees, outlining a model scheme for the distribution of butter, margarine, and tea, thus preventing queues. The essential feature of the scheme is 'that every customer has to register at one shop for the purchase of certain foodstuffs, and will not be allowed to buy elsewhere. Shopkeepers are required to divide their weekly supplies in fair proportions amongst registered customers. No shopkeeper is allowed to register more than he can conveniently serve. London committees will probably meet on Wednesday to discuss the scheme Lord Rhondda suggests as a basis for rations one ounce of butter or margarine, 1?> ounces of tea, and halfpound suger weekly. -
