BOLSHEVIKS' FINANCIAL COLLAPSE. RUSSIA’S RESOURCES ABSOLUTELY RUINED. INCOME SOURCES DRIED UP. Received B.SO. LONDON, Dec 28. The Morning Post’s Petrograd correspondent says the Financial Commissary’s report on Russia’s finance shows, after six weeks administration the Bolsheviks are forced to admit that the State's resources are absolutely ruined. No Stale imposts have been incoming; railways ceased to be a source of income, and all other sources of income • have dried up. Field Headquarters has issued a communique stating after several weeks, during which there were no operations on the northern'■ft'ont, fraternising has been plentiful. The communique indicates that- at least two-thirds of the Russian lines are still in existence, independent of the Ukraine.
