What purports to be an outline of the Kaiser’s '.Christmas peace terms has been received through neutral diplomatic channels as follows: — Leave the future of Alsace to a plebiscite. , Britain to pay Germany for her lost African colonies, the money to be used for the rehabilitation of Belgium, Serbia, Roumania, Northern France Russian provinces bordering on the Baltic to become independent under Herman plan. Poland to be called an independent State under Austrian suzerainty. Questions of disarmament and freedom of the seas and commerce to be left to peace conference. Roumania, Serbia, and Montenegro to retain their original boundaries, with the right of access to the sea granted to Serbia, ~ r.. ; ' Turkey to remain intact. THE POPE’S PEACE NOTE BRITAIN’S ATTITUDE LONDON, December 20. Lord Robert Cecil, /replying to a question, said that the treaty with Italy was not the reason why a reply was not sent to the Pope’s Peace Note. The object of the treaty was to secure that the terms of peace should be settled by the belligerents. There was no intention to place any disability on the beneficent activities of the Holy See in regard to the conclusion of peace.
