LONDON, December 18.
The Manchester Guardian believes that the new man-power proposals will be so drastic that the Government might be unable to enforce them without an appeal to' the country. ' The Guardian hints that the King might prefer to try the recontsruction of the Ministry instead of accepting the advice of a dissolution.
TO END THE WAR. A BOYCOTT PROPOSED. LONDON, Dec 18. In the House of Commons, MiDavid Davies suggested that Britain should propose to the Allies a treaty for the total exclusion of all commerce, shipping and trade with the Central Powers, until they have abandoned occupied territories and made complete reparation for their crimes and accepted the Allies' proposals for the self-determination of nationalities and international arbitration, and limitation of armaments after the war. Lord Robert Cecil replied that the suggestion would be carefully considered. BRITAIN AND HOLLAND. AMSTERDAM, Dec 18. The Government has further protested to Germany concerning obstacles to navigation with England.
