An industrial democracy rather than a State organisation of industry was the ultimate aim it had in view. Internationalism was the cardinal doctrine of the labour movement, but the party would not suffer its internationalism to negate the ideal of an Empire that had become an alliance of free peoples under democratic govermneTafs. The first step would be to make Britain a democratic State.
