RUSSO-GERMAN PEACE AN ARMISTICE SIGNED LONDON, December 16 Wireless Russian official: —Krylenko has issued a proclamation that the armistice treaty has been signed. It proposes to cease all military operations until the full text has been received. FIGHTING CEASES ON ALL FRONTS LONDON, December 16 An armistice was signed at Brest Litovsk yesterday. It begins on the 17th instant and ends on January 14. Unless a week’s notice is given, the armistice will continue automatically It extends to- all the land, air, and naval forces of the common fronts. Peace negotiations begin immediately. The violent death of General Skalon ,the army representative at the peace negotiations, has aroused a sensation. Leninist members of the Conference state that Skalon committed suicide, but the general feeling is that he was murdered, as he refused to be identified with a disgraceful peace. RUSSIA UNDER GERMAN TUTORS ALE MILITARY OFFICERS DEGRADED • Received 11.40 LONDON, December 17. The Daily Chronicle’s Petrograd correspondent reports that the Leninist decree ordering the abolition of officers came into force on the 15th December. Practically all officers 'were degraded. Many were assaulted, their medals and epaulettes being torn off. Officers were subjected to every insult, wherein German spies encouraged the soldiers. Colonels were forced to exchange places with their own orderlies. Other officers were forced to clean out*^tables. The Daily News Petrograd correspondent says the latest returns of the Assembly election show that 148 Social Revolutionaries and 78 Bolsheviks were elected. Every day brings more outrages and confiscations by Leninists. The contents 'Of some 700 wine vaults in Petrograd were destroyed, valued at millions of roubles. Pools of wine were formed in some streets, from which the people baled it into anything handy.
