INEFFICIENCY IN AMERICA. BUNGLING IN IfSFLE-MAKING. Received 8.35. WASHINGTON, Dec. 14. Crozier, Chief of the Ordnance Department, giving evidence before the Senate Committee, blamed Mr. Baker for delays in providing machine-guns and rifles. America manufactured 10,000 rifles daily for Britain, but America changed models because it was decided they should go to the French and not British sectors of the fighting line. Factories were now producing less than 5000 daily. Thirty thousand machine-guns were needed and none were yet delivered. The Committee was impressed with the inefficiency shown in pushing on war preparations.
