HOLLAND’S. UNIVERSAL ACTION.
LONDON, December 10.
A white paper has been issued showing the correspondence between Britain and Holland regarding the latter’s action in refusing to allow defensively armed merchantmen to enter her harbours. This shows that Britain is holding the Netherlands responsible for the.losses of British ships trading to Holland which had been obliged to forego the right of self-defence. The Right. Hon. A. J. Balfour says Holland’s rule was unnecessary and unneutral, and was not adopted by any other neutral with the possible exception of Carranza’s Government. V-&N INTERNATIONAL NAVY.
