The report that Bolshevik troops are moving' into Vladivostock may force the United States and the Allies at any time to adopt a definite policy towards the Radical Government of Petrograd. Great quantities of munitions and supplies, shipped by the United States before the overthrow of Kerensky, are stored at Vladivostock, awaiting transit, and the Allies are unwilling that they should fall into hostile hands.
