SHUFFLING RUSSIAN CARDS. A STRONG WAR GOVERNMENT. ALEXIEFF AND DON COSSACKS. Received 11 a.m. PARIS, Nov 9. Le Matin's Geneva correspondent states that Russian Cossacks, comprising Ukranians and Mountaineers have proclaimed a separate republic, to be incorporated as independent and : o be in a confederation of a Russian Republic. They have confiscated lands and estates, and have selecte: Colonel Felomonoffa as President. The Den Cossacks, including the -whole ojl the Volga Steppe, the mountain districts and*' the Caucasians, -have de cided to form a Cossacks' federation under General Alexieff, establishing n War Government of all sane parties in Russia. A section of members of the preliminary Parliament with their following have joined this movement
