It is there, he said, our forces are fighting The evacuation of the Werder Peninsula is taken to mean that the Germans do not contemplate any further advance towards Petrograd at present. The United States Chamber of Commerce has suggested creating a board similar to England’s to decide what manufactures are essential during the war, permitting the concentration of industrial energy on victory. There is to be curtailment of output for pleasure and automobiles are already in contemplation. ARMY TO BE RAISED. Received 10.25. HAVANA, Nov 5. Both parties have agreed that Cuba actively-participate in the war. Congress is convened for the 15th 'November, to authorise either conscription or selective draft.
A CALL FOR CONSCRIPTION. SYDNEY, Nov 5: The recent happenings in Russia and Italy brought the conscription issue strongly to the front again. Throughout the Commonwealth there is- an insistently growing demand that the Federal Government should fairly face the position in view of the steadily shrinking of voluntary enlistments and the altered state ofaffairs on certain battle fronts. Supporters of conscription contend that these combined factors have absolved the Government from the pledge not to resurrect the issue. Much interest centres in a Cabinet meeting to be held on Wednesday, when the question will be discussed and a decisive pronouncement is anticipated
