THE CHANCELLOR'S RESIGNATION. Received 8.40 NEW YORK, Oct 24 There are unconfirmed reports that Chancellor Michaelis has resigned. A PATRIOTIC NORWEGIAN. RETURNS GERMAN DECORATION. Received 10.5. CHRISTIANA, Oct. 24. Amundsen ( in a letter to the German Legation states that he is returning the German decorations awarded to him for his Artie and 'Antartic explorations. He explained that his action is a pcrsonel .protest as a Norwegian sailor against the murders of other peaceful Norwegian sailors, and particularising against the destruction of the convoy in the North Sea. MICHAELIS RESIGNS CHANCELLORSHIP. Received 11.25. AMSTERDAM Oct 24. Beilin advices state that Michaelis and the Kaiser had a two hours’ conference, when Michaelis placed his portfolio in the Kaiser’s hands. An exciting struggle i$ expected over Von Buelow’s candidature for the Chancellorship. Socialists will strongly oppose, and the Vorwaerts and other Socialist papers, declare that Buelow has absolutely failed as a statesman. Helfferich has been relieved of the post of Minister of the Interior, and Undersecretary Schwander has been appointed Secretary of State to the new Imperial Department of Economics, created to deal with social economics and practical questions formerly handled by the Ministry of the Interior.
