The Berlin newspaper "Tages "Zeitung" states that German and Austria have agreed to make a peace offer on the basis of no territorial aggrandisement, the surrender of Belgium and French territories and no indemnity on" either side AMERICA WILL NOT NEGOTIATE WITH THE HOHENZOLLERNS. Received 8.55. WASHINGTON, Oct 10. Officers state that America will not be influenced by the peace offer reported in the German press based on no annexations. America unreservedly adheres to the attitude that she will not negotiate with the Ho-hen-zoilerns.
