SUBMARINE WARFARE. LONDON, October 3 The Admiralty reports: Arrivals for the week, 2680; sailings, 2742, Eleven vessels over 1600 tons and two under 1600 tons were sunk, Sixteen wefe unsuccessfully attacked. ROME, October 3. For the week ending September 30th arrivals were 482 and sailings 436, Two sailers above 100 tons and three below 100 tons were lost. ' LONDON, October 4. French shipping returns show arrivals, 90S, sailings 989, sinkings 5 above and four below 1000 tons. GENEKA2. CABLES NATIONAL RATE OF WAGES FOR SEAMEN. Received 11.15. LONDON, October 4. The Press Bureau states that the Shipping Controller has established a conciliation committee, at whose invitation representatives of ship-owners and seamen have been discussing the possibility of a standard national rate of wages, machinery to regulate the supply of men, and condition of employment. The Ministry is satisfied regarding the expediency of national rates, and it is proposed to create the necessary machinery, and confidently hopes an agreement will be reached between all parties for the fullest coopration in all matters.
