ALLIES' GREAT PROBLEM.. OVERCOMING THE U-BOATS NEW YORK, October 2. in a special interview given to a United Press Association's representative, emphasised that the United States must adopt strong measures to meet |he U-boats and protect the new United States army igoing to Francjß, and to supplies. He believes that Germany has established a base on the French coast, concentrating on an effort to wreck the United States' supply system. He stressed Sir Joseph Maclay's declaration that the United States must construct 6,000,000 tons of shipping annually in order to keep up her military efforts, and must create' an army of shipbuilders who are just as essential as soldiers. He pointed out that there is no real decrease in the total Allied sinkings. He did not contradict Mr. Charles Grasty's figures, but instanced the latest French losses, adding: "Nothing ha s altered by conviction that the Allies' combined shipyards and navies must make a super-human effort to overcome the losses to shipping. Every thinking American should be aroused to the greatest problem the world has ever faced, namely, the transportation over 3,000 miles of the United'States army and its huge supplies. The United States must rely on its own shipping." NORWEGIAN SHIPPING LOSSES. LONDON, October 2. Norwegian shipping losses as the result of submarines' operations in September were 30,800 tons. Twenty wer» killed and seventeen arc missing.
