THE KORNILOFF AFFAIR. PUBLICATION OF DOCUMENTS. PROFOUND DISTRUST CREATED Received 8.65. LONDON, September 25. The Daily News’ Petrograd correspondent says the publication of the documents concerning the Korniloff mutiny has caused a sensation. They show that Savinkoff, apparently in Kerensky’s name, offered Korniloff the consideration of- three variants a dictatorship, and discussed the participations of Korniloff, Savinkoff, Kilomenko and Kerensky_in the various combinations. The announcement of the individual or collective dictatorL ship was to coincide with the declaration of martial law in Petrograd and the merciless destruction of the revolutionary organisations responsible for the Bolshevek plots. The documents show the Government contemplated bringing the Third Cavalry Corps into Petrograd, which would be the signal for the repressive measures demanded by Korniloff. The Government is preparing a statement on the subject which will be issued upon Kerensky’s return. This' has been delayed owing to the German activity in the Dvinsk region. No statement is likely to destroy the feeling of profound mistrust and insecurity aroused amongst Socialists. SOUTH AFRICA. AFRICAN CAMPAIGN. ENEMY RETREATING IN ALL DIRECTIONS. Received 11.35. LONDON, September 24. East Africa official. The enemy evacuate? Meuhambia, southwest of Kelewa, on the I9th, after stubborn resistance, and retreated to Opiugo. The enemy evacuated Ndcssa, southwest of Meuhambia on the 21st, and the entire enemy force in this region fell back to Obemkura river on the 23rd. Our Nigerian infantry barred the line of retreat, the enemy losing heavily. Wo dispersed small parties along the i river GERMAN FIENDISHNESS IN EAST AFRICA. LONDON, Sept 25. A White Paper issued gives shocking details of the treatment of British prisoners and natives in German East Africa. Sworn depositions prove that civilians, including missionaries and ladies, were compelled to carry out disgusting tasks in order to humiliate them in the eyes of the natives and undermine British prestige. Several missionaries / (were confined in vermin-infested cells for most trivial offences, and women were treat-' ed with scandalous indecency in the presence of native guards. Natives were continually beaten with hippopotamus hide whips. The victims would be laid in the centre of a prison camp, five , natives holding his limbs and head while a sergeant applied twenty-five lashes. After parade at sometimes as many as a quarter of the native soldiers, many of whom had been pressed into service, were flogged for mistakes at drill. ■» GERMAN PERFIDY. NEW YORK, September 25. The . Tribune’s” London correspondent reports the latest revelatfdh -of German perfidy. Senor Eomanones, a former Spanish Premier, in an interview, declares that the Kaiser offered Morocco and Gibraltar to Spain in vain for a war alliance.
