The “Hamburg Fremdenblatt” announces that England’s peace terms include a new treaty regarding Belgium; the independence of France; Germany to exchange territory ; enabling France to obtain portion of Alsace-Lorraine from Germany for certain French territory. Britain offers no objection to Germany seekingfull compensation for East Africa, Britain to retain south-west Africa, but to allow Germany to compensate herself In Central Africa at Portugal’s expense. They are willing to discuss the exchange of occupied territories, also arbitration and disarmament.
