GERARD’S REVELATIONS.
ANGLO-GERMAN ALLIANCE. Mr Gerard (formerly United States Ambassador to Germany), writing in the “Daily Telegraph,” states that during the first winter of the war he learnt fact suggesting that Germany contemplated a rapprochement with England for the mutual “spanking” of America and the Monro doctrine by these two Powers. A high official informed him that Germany had proposed to England their joint intervention in Mexico, followed by the forceful colonisation of Central and Southern America by the European Powers. England refused. Mr Gerard makes pointed comments in reply to Berlin's criticisms of his recently published statements. Mr Gerard said: “Dr BethmannHollwegg always admitted to me that he wa s subjeCl to the rule of the military party, and could not follow his own desires. I feel that it is a great pity he left office for he was bitterly opposed to rufElessness. I presume he was put out because his ideals were too liberal for the German authorities to endure. At the same time the old-time diplomacy such as Bethmann-Hollwegg advocates has plunged the world into a bloody war. WEen people know what is proceeding in the Government such wars cannot happen.”
