RAILWAYS IN WAR TIME.
Although the railways in Britain have been taken over, by the State, the managing staffs have not been changed. Behind them all is the authority of the railway executive committee, formed or some twelve general managers with a Cabinet Minister nominally at its head. The committee is in continuous session, and it ensures harmonious working between all the railways. Troops arc moved by the million, guns by the tens of thousands military stores in millions of tons. The traffic is altogether abnormal, the staffs arc redpced, v and women who have never been employed on railways before are triyng to do the work of a greater number, of men. Yet the British railways have done well. All Government traffic is carried free, and no account is- rendered. The Government takes all receipts ~ from ■ordinary traffic, pays all operating expenses, and guarantees to the proprietors of the railways the same net revenue as they earned in 1913. As a whole the rarangement has been satisfactory to the parties.
