President Wilson has issued a proclamation that licensing in connection with wheat and rye will begin on September 1. Huysmans states that the conference will be held, it is only a question whether it should be deferred until the Allies Socialists’ Conference is concluded, or commence as a conference representing neutrals, centrals and Russia. In the House of Commons Mr Stanley said the Board of Trade was unable, under war conditions, to grant an eight hours day to railwaymen. He trusted the men would not jeopardise the prosecution of the war. Speaking on the Franchise Bill, Mr Cave said it was impossible to conduct, elections at the front, but the Government proposed limited proxy vote. Mr Cave later agreed to postpone the proxy vote on the understanding that the principle thereof would be accepted as an addition to the postal voting as far as the latter was practicable.
