\ ■ 188 WASHINGTON, July 28. America's war programme discloses the following details: — « Army's strength, 5,000,000. The estimates include: Armament of fortifications, 2,500,000,000 dollars. Army pay: 700,000,000 dollars. Subsistence of the> army: 329,000,000 dollars. Transportation and supplies: 450,000 ; - 000 dollars. Clothing and garrisoning: 350,000,000 dollars. ' ' Engineering operations on the field; 100,000,000 dollars. Medical service; 100,000,000 dollars. Machine guns: 170,000,000 dollars. The New York Times Washington correspondent states that the armament fortifications item is interpreted as meaning that the Government either 5s preparing for a long war or, proposes making the American coast invulnerable. The item has alarmed and staggered Congressmen. The provision for army pay indie-'
ates that the Government contemplates sending at least 1,000,000 men to Europe this year. Senator Borah, in an impassioned speech in the Senate challenged the wisdom of President Wilson's reiterated statements that America is fighting for the democratisation of Europe. Senator Borah contended that the people's enthusiasm would not be properly awakened till they were told that they were fighting for the preservation of America, and that unless the Allies were victorious the war would be brought to American soil. The United should have endorsed Russia's no indemnities and no' annexation policy, but they must not talk peace till Germany was completely conquered. The War Trade Intelligence Section of the-Exports Council is sending representatives to all the neutral ports in order to check imports, and thus prevent supplies reaching Germany.
