RUSSIAN SITUATION WORSE. KERENSKY DISREGARDED. Received 10. 25. The outlook is worse. Kerensky's appeals to the people to help has been disregarded. The different parties are unable to reach an agreement and the Moscow conference is still unarranged. The disaffection and flight of troops on the south-west front continues. PETROGRAD, August 1. The Russian Foreign Office denies the statement of Mic-haelis to the journalists in Berlin that Russia specially protested to France concerning the latter's war aims. It says the Allied Conference will shortly exhaustively examine Russia's general declaration of war aims made on the 18th May. RUSSIANS PROMISED MAGNANIMOUS TREATMENT. BY HUN TYRANTS. Received" 9.5. NEW YORK, August 1. The New York Times' correspondent at the Hague says the German press is filled with statements wherein it is made to appear the "Russians will not be bribed into continuing fighting by British intrigue and American gold." The papers promise the Russians magnanimous treatment by the Hohenzollerns and the Hapsburgs.

Hndenburg, at the outset of the German offensive on the Eastern front, promsed the Kaiser to put Russia out of action in two months. wENEKAI, CABLES A DAMAGED PIRATE. MADRID, July 21. A German submarine has arrived at Corunna badly damaged. The commander and crew refused to state the cause. HOLLAND'S NEUTRALITY. BRITISH RESPECT IT. LONDON, July 31 An official message from The Hague states that a British submarine shelled the German steamers Batavier and Zewecuw off the Texel, outside territorial waters, The vessels fled to Dutch waters, and the German crews abandoned them, whereupon the submarine entered Dutch waters, and placed a crew aboard, the Batavier, which towed the Zeweeuw towards the open sea When the Dutch torpedo boat arrived the current had driven the vessels into Dutch waters. The prize Crew abandoned the Batavier, and the submarine disappeared directly the torpedo boat displayed the signal, "Respect Holland's neutrality."
| RIBOT AND MICHAELIS. I Received 10.25. ?ARIS, August 1. M. Ribot, in the Chamber, denied Dr. Michaelis' allegation of a secret Franco-Russian treaty, but admitted the Czar assured M. Doumergue that in the event of war Russia would support France's claim to Alsace-Lor-raine, "But," M. Ribot added, "We never thought of annexing any territory except those belonging to France. or doing what Bismarck did." Ribot added that Michaelis was endeavouring to lift the terrible lead of responsibility weighing , on the Kaiser's shoulders. Received 10.25. LONDON, August 1. The Gazette announces that LieutGeneral Scallon has been appointed General vice Dixon. Ebbw Vale and Tredigear strikes •have been settled.
