RUSSIAN RETREAT. PATHETIC APPEAL TO THE NATION. LONDON, July 26. Wireless. —The executive of the Russian Workers’ and Soldiers’ delegates have issued a manifesto saying: Great misfortunes ar e descending on the country and the Revolution. Serious defeats of the army are opening the way for the enemy, Increasing general panic is preparing the soil for the seeds of a counter-revolution. The absence of discipline prevents the meettliug of anarchy. Open treachery is facilitating the Hindenburg offensive and the terrible break in our front. The Revolution and freedom are endangered. Strong boureoisie are already organising an attack in favour of the old regime. The Provisional Government is organising measures to defend and strengthen the front, and to carry democratic and social reforms and to ruthlessly crush the counter-revolution. The executive appeals for submission to authority in tills fateful hour to ensure such results that the revolution shall not perish, " RUSSIAN DISORDERS. STEPS TO END THEM. PETROGRAD, July 26. The Government is suspending several newspapers for inciting to disobedience of military orders and acts of violence. Th e editors will be tried. A decree creates on the enemy front revolutionary court martials, each composed of three officers and three privates, to deal with mutinies, disobedience and- treachery. The Government is convoking a conference of Moscow delegates, and the principal representative bodies to consider the country’s position. The judiciary is taking measures to bring to justice the organisers of the recent revolt.

Superior enemy forces penetrated , our positions on the Gneiza river north-east of Trembowla and developed attacks to the north-east. This forced our retirement from the ThumboAvla region. Our counter-attacks were ineffective OAviug to the low morale afid reduced strength of the units.

The enemy occupied Janov, Budzanov, and Zvienagz on the west bank of the Sereth. The fnemy’s heavy guns are indulging In intense fire on the east bank.

Wireless Russian official —The Roumanians on the 24th and 25th insts., prisonered over a thousand and took 33 guns, seventeen machine guns, ten mine throwers and muclT material. The Russians upon the Roumanian front also prisonered a thousand and captured twenty-four guns.
