Pending an absolute guarantee against neutrals supplying Germany, the Exports Control Boards are enforcing a complete embargo on cargoes for Scandinavia, Denmark, and Holland. Limited consignments will be permitted to Switzerland. The Dutch Commission shortly visits America to endeavour to facilitate exports. THE ALLIES’ WAR AIMS. AMERICA’S CONFIDENCE IN RUSSIA. Received 8.45. f WASHINGTON, July 24. The 'Allies "will confer with the Russians in August, when they will explain their war aims and foreign policies. The United States has shown confidence in Russia by to-day advancing one million dollars. LONDON, July 24. Lloyd George will state the Allies’ war aims on the anniversary of the meeting in London on August 4th. Numerous Government supporters are forming an Allies’ War Aims Committee, pledged to carry on war till victory is obtained.
IN GERMANY, CREATION OF A MIDDLE EUROPE Received 9.10. AMSTERDAM, July 24. The export of coal from Germany to Holland has been stopped. A series of economic conferences have begun at Vienna between German and Austro-Hungarian delegates to devise measures with Turko-Bul-ggrian assistance, to oppose the En'ffnte’s Paris economic scheme. The conferences are regafaetf" as the first steps towards the creation of a middle Europe.
