SUBMARINE CAMPAIGN.
BRITAIN’S SERIOUS POSITION. LONDON, July 17. The Iron and Steel Trades Confederation has received a message signed by Sir Edward Carson and Sir John Jellicoe impressing the seriousness of the position arising out of the German submarine campaign. “A determined eneiny has set himseU to blockade Britain and destroy merchantmen which are bringing food to the people and supplies to the army. We need all our resources to prevent threatening starvation. The enemy knows this and has staked everything thereon. If he succeeds victory will rest with him. If he fails, his defeat is certain. There are only two weapons we can use. Both are forged in the shipyards. One is a class of warship enabling the Navy to hunt and destroy submarines. The other is the replacing of sunken merchantmen. These weapons must be used together. Upon the met! of the shipyards and engineering shops aepends the output.” The writers appeal to the men to spare no efforts to produce weapons to win the war.
THE CHIRKA DISASTER. RANGOON, July 17. Passengers by the British India Co’s Chirka state that sue caught fire south of Gopalpare. All the Europeans were saved. The deck passengers became panic-stricken and many jumped overboard aria were drowned. The Chirka was beached. The afterpart was destroyed. SPANISH AFFAIRS. PORTUGUESE CRISIS. ALL WORK SUSPENDED. The Chamber approved the suspension of guarantees to Lisbon and the neighbouring villages. fit also exjpressed confidence in the Government’s measures to suppress the workmen’s revolt. The Morning Post’s Lisbon correspondent says some hundreds have been arrested. The Premier defended the Government against the charge of repressing the riots with undue severity. SUSPICIOUS CIRMUSTANCES. COPENHAGEN, July 17. The Trondhjem fire broke out at four points. The contents of the buildings were valued at five million kroners. Norwegian patrol ships in the vicinity drew out. The total damage is estimated at, fifteen million kronersj The fire is likely to burn for two or three days. (A fire destroyed a large warehouse at Trondhjem, containing British goods intended for Russia; also the Customs House with adjacant stores, containing Norwegian flour, The fire spread to a timber yard, and also to petroleum-lad-en lighters, causing deafening explosions.)

AFFAIRS SETTLING DOWN
LONDON, July 18, The Morning Post's Peking telegram, states -that the President Hi Yuan Hung has definitely tendered his resignation following the fight between his men and the adherents of the exPremier, Tuan Chi Jui, wherein three were killed. The President has taken refuge in tlie French hospital in Peking. He has also issued" an appeal urging the country to support his successor. Fang Kuo Chang. The latter has refused to accept the Presidency, and is reluctant to proceed to Peking.
