PETROGRAD, June 23. , General Brussiloff reports gratifying improvement in the army’s morale during the past six weeks. Soldiers arc now fully conscious of their stern duty to saving the country from a ruthless invader. They have acquired a truer perspective of the changed situation and no longer are attempting to burn villages hoping for a Socialistic division of lands. Desertions have practically ceased. The army is responding to the call for prompt action. Soldiers at front have been steadied by proclamations dropped from German aeroplanes announcing that fraternising has ended, and that they will shoot Russians at sight, and thanking the Russians for their truce, which enabled them to transfer troops to the West Front and repel British attacks. The All Russia Workers ’ and Soldiers’ Congress seeks the creation of a coalition Government to carry out the programme suited to the country’s urgent need. THE BLACK SEA COMMAND. PETROGRAD, June 23. GERMAN AND RUSSIAN * SOCIALISTS. Received 9.40. AMSTERDAM, June 24. It is reported in Berlin that the German majority Socialists have been invited to participate in a peace congress in Russia. The Germans have replied expressing a wish for the establishment of direct communication between the German Socialists and the Council of the Workers and Soldiers. THE ANARCHIST MOVEMENT. A CRITICAL POSITION. Received 9.15. PETROGRAD, June 24. The Dourndves incident is likely $o prove a crucial ''test as to whether the Government will be able to master the growing anarchy. Anarchists told a pressman they were supported by six thousand armed people, militia, and machine-gun companies, also several infantry units. A meeting of Maxumlist troops on Thursday resolved to organise armed demonstrations against the Government. The streets are placarded with posters declaring the Government was supporting the Imperialists and capitalists, who were responsible for the continuance of tlie war and famine, and inviting soldiers and workmen to join. 'ln the streets have appeared watchwords and posters with “Down with the Duma!” “Down with the bourgeois Ministers!” .“Down with war!” “We want bread, peace, and liberty!” Meanwhile the Government has issued placards inviting the population to remain calm, and stating that any attempt at violence will be vigorously suppressed. AN IMPORTANT MANIFESTO. WARNING AGAINST ANARCHISTS Received 11.25. PETROGRAD, June 24. A manifesto to the people of Petrograd apropos of the anarchist outbreak at Duncvos’ house, signed by all the Russian Conference, workmen and soldiers, all th Russian peasants’ conference, all fee Socialist parties except extremists, says: “The extremists in the Vivorg quarter are calling the people to the streets without the signatories’ assent. We point out the extremists’ action at the present distressing juncture may harm the revolution’s work. You called the streets in order to assist in deposing the Provisional Government, the support whereof we consider essential. Bloody disorders may arise from the peace demonstrations.” The manifesto urges the people to beware of coun-ter-revolutionaries, who are waiting an opportunity to crush the revolution and appeals to The people in the name of the active army to avoid the streets and abjure ...demonstrations..
