A SUPERNATURAL FEAT OF CLUMSINESS.
The German Note, which was addressed to neutrals just before the initiation of the "ruthless" submarining campaign, ended with a few touches of insolence to the United States which have no parallel. The American Government was informed that it will be allowed to run one steamer a week to Britain, provided it uses the port of Falmouth, and complies with other stringent conditions; one [condition being that the solitary boat the American Government was allowed to send, should be painted from end to end with stripes of a particular tint. This suggestion made the whole press of the United States furious with an anger which had a note of humour in it. "No zebras for the | United States," says one journal. An- '■ other likens the scheme to a barber's I pole; another to a travelling circus;
another to a convict's jacket." What a. supernatural feat of clumsiness it was on the part of German diplomacy to affront a whole nation by a suggestion so absurd!
