A Commission has been opened seeking to secure the forfeiture to the Crown of £415,001 due from the London branch of the Credit Lyonnais to the National Bank of Bulgaria. Counsel for respondents explained the transaction occunred when Bulgaria was a neutral, and expected to join the Entente, and the French Government raised the loan. The hearing Avas adjourned CANADIAN ITEMS. Received 9 a.m. OTTAWA, June 3. The Conscription Bill will specify ten classes, ages from 20 to 45 inclusive. Mr. Borden has offered Sir Wilfred Laurier to form a Union Cabinet for the duration of the war, consisting of an equal number of Liberals and Conservatives. IRISH AFFAIRS. THE IRISH CONVENTION. OVER EIGHTY DELEGATES. LONDON, June I. Arrangements for the Irish Convention are practically completed. It is expected to comprise from 80 to 100 delegates. CONSTITUTION OF THE CONVENTION. LONDON, June 2. The Daily Chronicle's Parliamentary correspondent states that it has ground to believe that the Government is granting an amnesty to the Sinn Fein prisoners in order to create an atmosphere favourable to the Irish Convention. Members will include Lord Dunraven, Mac Donnell, and Pirrie. Sir Horace Plunkett, Sir Hutchison Poe,. George Russell and a few members of the House of Commons. Every County Council in Ireland has demanded its own delegate. The Daily Chronicle says the Irish. Convention will consist o? 101 members, including fifteen Governmentnominees. LONDON, June 2. The latest manifestation of- general industrial unnest in most of the countries of Europe, owing chiefly to the dearness of living, is the announcement that a general strike throughout Norway will begin on June 6th unless the grievances arc remedied. The strikers' proclamation demands State control of imposts, production and distribution, and fixed prices. It also, protests against, the recent big grant to the aftmy for defence of neutrality. UNIQUE FUNCTION. LONDON, June 2. There was widespread interest in today's public investiture in Hyde Park, when the King personally bestowed decorations on over 300 recipients, including seven Victoria Crosses. He also presented four post-humous Victoria Crosses to next of kin.
Royalties, overseas official representatives and many wounded officers and men, also members of the American
contingent were present. The decorations included the following Now Zoalanders: Military Cross, Captain James Mewitt; Military Medal and Bar, .Sergeant R Simmers; Military Medals. Sergeant. Major A. Mac Queen, Privates W. Bright, R Hough, R, Jefi fry; Royal Red Cross, Sisters Annie I Buckley, Kathleen Davies and Fanny Speedy. Amongst the Australians Majon Murray was awarded the Victoria Cross, also the Dinstlnguish'ed Service Order and Bar. DISTRIBUTING WAR HONOURS. Received 9 a.m. LONDON, June 3. A great concourse witnessed the King's distributions of war honours in Hyde Park. There was brilliant sunshine. Six hundred seats were reserved for wounded men, including 150 for overseas soldiers.
