The Minister explains that th e delay in finally closing the accounts this year is partly owing to the understaffing which the Treasury, in common: with other Government Departments, is suffering from this year by so many members of the staff having joined the Expeditionary Forces. The adjustments that have to be made at the close of every financial year also are much greater this year, woing to the expenditure by the Imperial Government on our account of large sums for the maintenance and transit of our \roops and th e supply of arms"and ammunition
