OFFER SUBMITTED TO MEN.

The Coal Conference of owners submitted a final offer to the miners of an additional war bonus of 7| per cent, on pre-war rates; to contract workers 20 per cent to wages, making a total increase of 7i and 20 per cent, respectively on pre-war wages. This offer is conditional on working conditions remaining as at present. This also would entail an additional wages payment of £63,000, making, with 10 per cent, bonus granted last year, a total of £135,000 compared with pre-war rates. The miners later met Sir James Allen, and submitted an offer that if the employers concede certain modified working conditions in addition to the bonuses mentioned they were willing to settle. The owners declined to go beyond the offer detailed above.
It is understood the owners will cit; all unions individually before the Ar bitration Court.
