COLONEL REPINGTON'S VIEWS. GERMAN EFFECTIVES TOTAL SIX MILLION. ALLIED ARTILLERY SUPERIORITY Received 9.15. LONDON, May 3. Colonel Repington estimates the Germans on all fronts at 4 A million, also half a million on communications, and a million in depots. German morale on the West front is still respectable. The High Command continues to substitute machine power for man power whenever possible, but we hold the superiority in machine power and artillery. The Arras battle gave the impression that the Germans lacked guns, but plenty of shells. Their gunnery was distinctly inferior to ours, wiiich was particularly deadly in counter battery work. Our airmen report 1589 direct hits on Geman guns during the four months before the Arras battle. ' ''
