Newspapers state that as a result of Lloyd George’s inquiries an important re-organisation of the Admiralty staff and methods will shortly be effected to counter submarines, chiefly affecting the Inventions Board and the department directing sea traffic.
Rumours of Sir E. Carson’s resignation as First Lord of the Admiralty are declared to. be baseless.
The Times commenting on stories of Admiralty changes and rumours of Sir Edward Carson’s resignation, tays it may be as well to authoratively state that no difference has arisen between Sir Edward Carson and his Admiralty colleagues. If he leaves the Admiralty, which is likely enough, because he would gladly resign at any moment if he thought it would strengthen the Government’s hands or facilitate the work of his naval colleagues.

A great mass meeting of peasants has been announced to. assemble here at the end of May, probably of immense importance to Russia’s future, as they constitute three-fourths of the Russian nation, and furnish at least eighty per cent, of the troops. Russia’s fate lies largely in their hands, but they arc still unorganised and unconscious of their power. The land question is the most prominent topic of the discussion. Agitators demand the confiscation of all land, and the agitation threatens to divide peasants themselves in the struggle for possession. “ENGLAND IS YOUR ENEMY.” PETROGRAD, May I. Reports from the front state that German aeroplanes are continually dropping proclamations stating,, “England forced the Czar to abdicate; England is your enemy! Germany is ready for peace, or to invite the Russian soldiers to join their German comrades.”
BRITISH POLITICS . BUDGET DELIVERED. NO NEW TAXES. Received 8.40. LONDON, May 2. Mr Bonar Law, Chancellor of the Exchequer, delivered the Budget in the House of Commons. No new taxes were proposed, only increases on tobacco duty, 22 per cent, per pound; excess profits increased to SO per cent; entertainments will ycild another million and a half.
Resolutions of the Imperial Conference are being published shortly. They arc understood to mark a striking advance in the development of the Imperial system, declaring for a new and far-reach-ing imperial economic policy, aiming at the ideal of a self-supporting Empire. The resolutions include the conservation of national resources of the Empire, independence of foreign supplies of food and raw material, also of foreign shipping.
NATIONAL RATIONING. Received 8.45. LONDON, May 2. Mr. Bathurst, in the House of Commons, stated that a National Rationing Scheme was impending.
