The arrest of Wolfe Hersch, an expetty officer in 'the German navj-, exposed a plot to destroy J. P. Morgan 's Wall Street office, cut the telegraphs, and telephones, create a panic by the circulation of false accounts of the U boats raids, and the assassination of the President. A bomT> was found in the possession of Hirsch, who confessed he was implicated in London and Petrograd plots..

M. Viviani,, General Joffre, and Admiral Chocheprat visited the Senate. They were cheered to the echo, and immense enthusiasm was shown.
In responding, General Joffre shouted "Vive les Etats Unis! " Proceeding, he prophesised a magnificent victory for Democracy as the outsome of the war, with the help of the glorious country now participating in the struggle. The Press points out that not even Lafayette, a hundred years ago, was accorded such a welcome.
RUSSIAN AFFAIRS
AN EXTRAORDINARY SITUATION PETROGRAD, April 30. M. Gutchoff, Minister of War, lias returned from a visit to all the fronts. He has issued an order that each army corps, regiment, and company shall elect a committee which shall maintain discipline, manage food supplies and have power to talyj justifiable measures against abuse of power by chiefs. The committe shall also settle disputes between officers and soldiers and make preparations for the elections of the Constitutional Assembly. The Workmen's deputies appointed a council of 600 members, composed of equal numbers of soldiers and workers, to discuss current affairs. The extremists secured only 95 votes out of 600.
