Th e "Observer's" Petrograd correspondent states that the Council of Soldiers and Workers' delegates, now the dominant factor in Russia,, is supporting the Government, despite the internal opposition of Socialist extremists and agents-provocateurs. Army discipline has again been established, except at Kronstandt, where the extremists obtained control. Thousands of soldiers who deserted during the revolution are returning to the ranks, the Council having announced that deserters would not participate in the eventful land distribution. Two thousand deserters assembled at Gomel and marched behind a flag inscribed, "Down with desertion! " They asked the Army Commander to send them to the front.

The Journal de Geneva had an interview with an American from Vienna, who states the discontent against the Government has decreased, owing to th e Emperon proving himself a peace advocate. The dismissal of hundreds of Bureaucratic parasites has won popular approval.

INCIDENTS OF THE WAR.

AN OFFICER'S ENDURANCE. An officer who visited the Foreign Office on Wednesday (says the Scotsman of the 10th March), and Avho, save for a maimed hand, presented a nomal and healthy experience, supplied a remarkable example of endurance and courage. Going over a parapet, the officer was shot through the lungs, but was not put out of action until other shots smashed one arm and wounded him in one leg. For ninteen hours he lay in the open, and while crawling in search of water to quench his intens e thirst he was struck by a shell splinter, whic-h carried away part of his right hand. He sustained other shell wounds to his back and side. Despite his injuries, he managed to obtain a drink fronTthe bottle of a dead Frenchman, and then suffered yet further maiming from a portion of a shell, whic-h took off a foot and part of a leg, and inflicted another less serious wound. Having been fitted with an artificial leg and foot, he shows little sign of his terrible experience.
