COMMISSION FOE RUSSIA. JOFFRE AND VIVA NT MEET PRESIDENT WILSON. Received 9.5. WASHINGTON, April 26. Mr Elihu Root lias accepted the headship of the Commission which is going to Russia. General Joffre and M. Vivani met President Wilson at the White House informally and briefly. General Joft'rc, who was dressed in his picturesque French uniform, was cheered by the crowds when he was recognised.
